If you choose to forgo the regular maul and use one of your kill abilities, you must decide as a group. In the event of a tie, a coin flip will decide.
As far as which person you are targeting, I will go with the most recent vote.

Awoooo!

I'll read the rules again in the morning, but my initial impression is we need to come out the gate with the two random kills and a stop.

Yeah, based on the rules the drowning one is in our best interest to use first, because it's lowest possible chances of accidentally killing one of us; that will force the humans to rest a day, delaying their progress. Next we would want to use the dystentery at the chance of killing three humans without risk to us. Finally we use dense fog at our best discretion especially if we feel like one of us is potentially under the gun for a vig shot.
